GBThey are the best I have ever used They are the best I have ever used. It isn't blazing fast. but if you want, you can ask for special requests for delivery. You WON'T lose your money 100%, cause the use Upwork, and until your work is done, it will be in escrow, so you can get it back if you have an issue. The response system should be better, but overall, a LEGIT site. I have personally bought votes from here for a contest which I'm not specifying for obvious reasons, but trust me, it's cheap and good. I DONT KNOW ABOUT OTHER KIND OF VOTES, BUT IP VOTES WORK.
