Once you have figured out configuration and how to publish on whatever host you are choosing (which can be tricky because configuration for every host is slightly different) you can get a web driven database prototype in 15 minutes. Give it a day and you will have something that could easily be presented as a first version.

I've seen development platforms come and go over the years. PHPRunner is here to stay. It initially takes a little getting used to how it does things, how to and where to implement the things you need to but I've always found a way. Excellent support and an active forum with knowledgeable users always willing to help and share knowledge. We've found PHPRunner to be excellent I've been using their products for over 10 years. they are constantly upgrading and provide excellent technical support. Ver 10 was unfortunately released too soon. If you are trying out the product, ask for a 9.8 trial version
