Once you have figured out configuration and how to publish on whatever host you are choosing (which can be tricky because configuration for every host is slightly different) you can get a web driven database prototype in 15 minutes. It initially takes a little getting used to how it does things, how to and where to implement the things you need to but I've always found a way.
