A scam A scam. Only take ur money and then u won't be left with any option to withdraw. Exchange resets every hour and only order it fulfills are by the upstate team only. And that in a very small portion. They just fill up their own orders after every reset(happens every hour) and you won't be able to ever get to the first order.
