I was able to get two of my three dogs… I was able to get two of my three dogs registered with my service animal, ( I didn't have enough money to do the third) and even mad a mistake and ordered the wrong item. (21 pounds) until I close it most of the way down and then it fits perfectly. I believe your “small” size can go til to a 25 pound dog. I believe your “Small” is larger than you may realize, but this is a wonderful harness. Well made and fits her perfectly. Thank you so much.
