(21 pounds) until I close it most of the way down and then it fits perfectly. I believe your “small” size can go til to a 25 pound dog. Problems Ordered two tags, were shipped out in time via USPS. I never received them, the P.O. said more postage was due. I emailed the company, sent a copy of the notice of postage due, but "John" refused to do anything about it, would not call the p.o., just insisted he had put enough postage on. I warned him that the notice said the post office would be returning the items by a certain date if he did not pay the postage due. They were returned to him. I then had to battle through Paypal to get the refunds because he refused to refund me voluntarily. I have the email string to prove he knew in plenty of time to fix the problem.
