(21 pounds) until I close it most of the way down and then it fits perfectly. I believe your “small” size can go til to a 25 pound dog. GBI was able to get my dog certified as a… I was able to get my dog certified as a service dog fast and easily online. I immediately received a digital copy of her service ID and the housing paperwork as well. I received the physical ID I’m the mail that same week. 10 out of 10 highly recommend.
