You may experience difficulties in updating your payment method or managing your subscriptions for the next 24 hours. Please try again later." right now my domain is expired and offline with all my services and still can not make a payment, made a ticket but who knows if they will help.

The 4 starts is only for the old user interface, example on R2 service there are some minor frontend issues. But overall all protection, rate limit handling is flawlessly run by them.
